Meeting called to order at 7:37 a.m.

Erin Pate took Roll Call.

Terry Davis stated SWCD funding has still not been released and there are currently no new updates.

Terry Davis stated a letter was sent earlier this week to all SWCD Chairmen. After the letter was sent there was a need for explanation in regards to the CMS insurance plan that was sent out to all SWCDs via email. The letter and explanation has been sent to all SWCDs. In the chairman letter there was also a statement made concerning laying off employees that was not worded correctly. Terry stated that if there is concern in the SWCD offices to please explain that this statement was not meant to offend employees.

Terry Davis explained that there is currently $1.5 million dollars in unspent 2007 bond money. No new program money has been released. Terry asked the question: Should CPP Programs be suspended in SWCD offices due to not receiving any program/operation money? The only SWCD operating money received to date has been a little over $14,000 per district. Discussion was held.

Terry Bogner made a motion to suspend any new CPP projects and bond projects in SWCD offices after April 15th, seconded by Dwayne Proctor. Discussion held. Question called for. MCVV.

The board requested that a letter be sent out to SWCDs and legislators to explain the actions taken at today’s meeting concerning the CPP Program.

Terry Davis informed the board that the scheduled press conference was canceled due to the notion that is may offend some elected officials. A phone call was put into Mike Hoffmann about having a press conference and his response was that he would like to think about it. Discussion was held. Terry stated that he would like to follow the decision Mike Hoffmann makes on whether to hold the press conference or not.

A question was raised about how close the AISWCD is working with our federal legislators. Terry Davis stated that the Senators offices and his congressman have been contacted. Butch Rider expressed that he was at a meeting with Barrack Obama and Richard Durbin’s office staff and they both stated the state of Illinois is losing $10 billion in federal funding by not fully funding the state budget.
