State Wide Conservation Practice Program

A state wide conservation cost share program has been in place for many years with SWCD co-operators putting conservation practices “on the ground” throughout Illinois.  In the past, the state of Illinois Matching Funds were first sent to individual SWCD’s, but if demand in a county was small, the remaining cost share funds were reallocated to other counties with greater need or more favorable weather.  This process allowed for the full expenditure of CPP funds across the state.  The process has been recently changed by auditors and has resulted in CPP money being sent back to the General Revenue Fund and not spent for its intended use.

WHEREAS, CPP funds are being sent back to the IDOA and the General Revenue Fund,

WHEREAS, several SWCD’s have projects they cannot fund and have waiting lists for future projects,

THEREFORE, we would ask the AISWCD to lobby the Governor and the Legislature to change the law to allow the transfer of unused CPP funds between SWCD’s, with the approval of the Regional Representative or other IDOA representatives.

The AISWCD investigated the potential for changes to the Illinois Grant Funds Recovery Act and determined that such an effort would stand little chance of success.  For that reason, a proposal was provided to the Illinois Department of Agriculture in January, 2006 to allow for joint AISWCD, Bureau of Land and Water Resources administration of the CPP program.  The proposal was not accepted.  However, the Bureau is investigating several options to more effectively allocate cost share money, including the possibility of utilizing intergovernmental agreements between districts.
