AISWCD RESOLUTION 2005-2

Reinstate the Conservation Cost Share Program

During the past several years the State Legislature has allocated over two million dollars annually to SWCD’s for conservation practice installation.  The state money paid for sixty percent of the project cost while the landowner was responsible for the remaining forty percent.  Very few other state funds are matched by local landowners enabling the program funds to do that many more projects.  Recently part of this money was also used for nutrient management and well sealing by SWCD’s throughout the state.  All these practices improved water quality and reduced siltation in streams and lakes.

WHEREAS, funding for the CPP allocation was reduced to zero and these funds were used for district operations.

WHEREAS, SWCD’s in Illinois have projects on a waiting list.

THEREFORE, we the Delegates of AISWCD ask the AISWCD to lobby the Governor and the Legislature to fully fund this important program in the amount of $2.7 million.

Resolution 2005-2 PASSED With Amendments on August 1, 2005

The AISWCD worked with members of the General Assembly in an effort to increase cost share funding.  An increase of $600,000 was approved for FY 07.  The total anticipated cost share funding for FY 07 is $2,125,000 from General Revenue sources and $2,612,500 from Capital Project source funds.
